It is axiomatic for local planners in much of the United States that they will spend many of their evenings in meetings, public hearings and city council deliberations in which the public exercises its right to be heard. How much of this they do depends on state and local legislative requirements, public expectations and local tradition. In California, the level of public participation is probably above the national average. In the southern states, it may be lower. However, there may be changes in store.
