No more tinkering- putting planning at the top of Scotland's agenda

The long-awaited White Paper Modernising the Planning System was published in late June 2005. This forms part - but is clearly not the culmination - of a process of modernisation of the Scottish land use planning system that commenced prior to devolution and the setting up of the Scottish Parliament and its Executive. It also represents a distillation of a number of previously published consultation papers which dealt with different facets of planning practice, together with the publication of a National Planning Framework (NPF) and a research report which scoped the possible options for legislative reform. This article sets out the immediate context to, and the principal provisions of, this current step towards modernisation.
