Local authorities are currently facing huge pressures to meet the shortages of housing in their area. A survey undertaken by the TCPA and the Association for Public Service Excellence (APSE) in 2016 found that 96% of councils described their need for affordable housing as 'severe' or 'moderate'.1 The survey results also showed that for 75% of councils the planning process, through the use of section 106 agreements, was their dominant model for delivering social and affordable housing. However, the viability test introduced by the National Planning Policy Framework (NPPF) has resulted in a reduction in the amount of affordable homes secured through section 106 agreements and in renegotiations of existing agreements.2 Councils are responding to this issue and the specific challenges in their local areas by innovating and establishing partnerships to come up with new ways of delivering homes of all tenures.
