I am aware that this is the main chink in my localism argument: what do you do about the rogue places which don't toe the line or - worse - actually become tyrannical over people? The answer, I have always believed, is some kind of leadership. That is the only way that we can avoid the kind of accountability by numbers that the Blair government foisted on us in the name of localism - which is actually nothing of the kind. This is the phenomenon I have called 'tickbox' and it is the diametric opposite of localism. But what if leadership is simply not forthcoming or is flawed in some way? Then we have a problem, it seems to me. Which is also a way of saying that the statues and culture wars have challenged everything I felt I believed hitherto about how in practice we can shape what the philosopher Karl Popper called the 'open society'.
