I worked with Tony Gibson, the pioneer of UK community development, when I was Editor of this journal in the late 1980s. At the time, he was helping the people of Lightmoor, on the edge of Telford, build a kind of working version of a contemporary Garden City. He used to talk about the start of his work in Stepney in 1940, abandoned by the government during the Blitz, when, their town hall bombed out, local people managed to organise basic services for themselves to help cope with almost infinite need.
