Thomas Graham Jr and Keith A Hansen each spent approximately three decades immersed in the detailed hard work of pursuing arms agreements, especially with the Soviet Union, and their writing reflects powerful personal as well as professional commitment. Graham joined the US Arms Control and Disarmament Agency in 1970. There he was ideally positioned to insightfully evaluate the 1972 Strategic Arms Limitation Treaties (SALT I) with the Soviet Union, achieved by President Nixon and national security adviser Henry Kissinger.
