APPENDIX I. ESTIMATED STRENGTH OF RUSSIAN GROUND TROOPS

The following assessment of the Russian Ground Troops' manpower and dynamics is based on the best open source information available, but is by its nature an estimate. First, the planned total Ground Troops manpower is defined as 300,000 personnel. The Commander-in-Chief of the Russian Ground Troops, Colonel General Oleg Salyukov, said 220,200 professionals in Other Ranks (OR) would represent 81 per cent of manpower by 2021 (when the reforms are to be completed and the Ground Troops should reach their planned capacity) Straightforward calculation reveals that the overall number of OR (professionals plus conscripts) is, therefore, planned to be approximately 272,000. That leaves approximately 28,000 billets to be filled by commissioned and non-commissioned officers.
