NR inconsistency over signalling

I rdad with great interest the article on the future of signalling, where 800+ signalboxes will be replaced by 12 rail operating centres (ROCs) and it raised a question with me regarding inconsistent Network Rail policy. When the Cotswold Line was redoubled, NR had the forethought to ensure that Honeybourne was configured in such a way as to accommodate the Gloucestershire Warwickshire Railway when it eventually reaches there, in spite of the fact that this is probably some years in the future.
