China is building a modern, regionally powerful navy with a modest but growing capability for conducting operations beyond its coastal waters, and the question of how the US should respond to Chinas military modernisation effort, including its naval modernisation effort, has emerged as a key issue in US defence planning. The question is of particular importance to the US Navy, because many programmes for countering improved Chinese military forces would fall within its remit and will affect the way that the US Navy structures its forces in future.
