Proposed changes to the Capital Finance Regulations aim to free up the workings of PFI. David Kilduff highlights the main points. On 25 June the secretary of state made further alterations to the Capital Finance Regulations which were laid before the House of Commons on 2 July and came into effect on 23 July. The Local Authorities (Capital Finance and Approved Investment)(Amendment) Regulations 1999 revise the parameters within which private finance initiative deals may be concluded in the local authority sector. Originally published in April, the consultation process on the draft regulations ended on 31 May and resulted in no material alterations -perhaps evidencing that the Department of the Environment, Transport and the Regions is increasingly in touch with the needs of local government.
