For all its domination of local government, the modernisation agenda is still in its infancy. Vince Muspratt offers some insight into the challenges that lie ahead. If anyone believes that the implementation of best value and the creation of new democratic structures will mark the end of the Government's modernisation agenda, they are seriously mistaken. This is only the beginning. As councillors and trade unionists gather for the annual conference of the Local Government Information Unit in Bradford, they will be focused firmly on the next phase of the modernisation agenda and how local government can influence it to ensure that phase two continues to strengthen local democracy and improve local services.
