Tools for Naval Facilities

The Navy is responsible for a shore establishment of some 160,000 facilities valued at more than $125 bil lion. The average age of these facilities is now 45 years. Two thirds are classified as "marginally meeting mission demands with major difficulty." Without sufficient funds to restore, modernize and sustain these facilities, they will continue to deteriorate. Our critical backlog of maintenance and repair is at an unacceptable level, and it is not decreasing despite recent increases to our Sustainment, Restoration, and Modernization (SRM) budget. The current condition of our facilities impacts fleet readiness and retention of our most valuable resource, our sailors.
