The reports of the outstanding work by hundreds who have labored tirelessly at the Pentagon since the terrorist attack of Sept. 11 last year and the stories of their patriotism and superb "Let's Roll" attitude during the past 12 months are not representative of the performance or spirit that prevailed during the renovation work here in earlier years. To be sure, the terrorist attack moved the renovation effort into the national spotlight. Yet, that tragic event did not cause us to alter our business approach, adopted a few years ago, to the overall renovation program itself. In fact, by the time of the attack, the approach had proven so successful we simply worked harder and longer on the "re-renovation" tasks ― called the Phoenix Project ― made necessary by the attack. With respect to that effort, we have fulfilled or exceeded every commitment weVe made to the American public. We fixed the damaged portion of the building in 12 months, and at a lower cost than estimated.
