The new building is one of a kind. It is the sole receiving and processing facility for U.S. soldiers and civilians who have paid the ultimate sacrifice in service to our nation. The new mortuary at Dover Air Force Base, Dover, Del., replaces the not economically expandable and too-small original facility, built in 1969. Immediately after the attacks of 9/11, the Air Mobility Command (AMC), working with the U.S. Army Corps of Engineers (USACE), issued a "Military Construction Emergency Project" for a new mortuary. A design-build (D-B) approach was used to complete both design and construction as expeditiously as possible. Our firm was selected as the lead design architect and engineer. We had an open Indefinite Quantity Contract with the USACE, facilitating project start up. The project called for a fast track design and construction schedule that initially allowed four months for programming and design and 12 months for construction, unlike a usual schedule of nine to 12 months for programming and design and 18 to 24 months for construction.
