It has only been 40 years since the first "911" system was created in Haleyville, Ala. Before that, police officers were dispatched via "job cards" from the front desk of the station house. Most fire and ambulance services were dispatched separately from their own stations. While call centers have made considerable strides in improving operational efficiency, antiquated systems like job cards pose a serious threat to public safety.
