Road Lighting and the Environment: a Holistic Approach to Lighting Policy

Road lighting is a good thing. In saying this, I include the lighting of public thoroughfares, ranging from motorways and major traffic routes, through town centres and residential streets to footpaths and cycle tracks. It can provide safety and security for the public at night, stimulate commercial activity and enhance the night-time environment. However, like most human inventions, it is not an unmitigated good and can have negative consequences, which are generally environmental in nature.
