Violence will remain a fact of life for the foreseeable future. However, how governments respond to violence may change dramatically. Advances in nonlethal weapons will alter the range of options in use of force available to both law enforcement officers and militaries around the world. These advances will not replace traditional weapons, but they will provide viable alternatives to unnecessary or unwarranted deaths.
