The end of the Cold War was momentous both for environmental cooperation and for peacebuilding. Presidents George H. W. Bush and Mikhail Gorbachev identified cooperation around the environment - including the possible negotiation of a treaty to address climate change - as an opportunity for the former adversaries to work together.
