When Were the Two Fields Apart?

Based on my personal experience as an environmental lawyer with extensive energy-related practice, my response to this question is: when were the fields of energy law and environmental law ever apart? One of my very first assignments at EPA back in 1974 was to work with the oil spill program under Section 311 of the Clean Water Act. This program had a significant impact on the transportation and storage of energy products. I also worked on regulations for cooling water intake structures and cooling water outfalls under Section 316 of the CWA, requirements that remain controversial to this day due to their impact on nuclear power plants.
