THE United Nations special rapporteur on human rights and the environment, to- gether with the special rapporteur on toxics and human rights, are in the process of highlighting in a joint study the egregious problems of places throughout the world that are being subjected to severe toxic pollution. These "sacrifice zones," according to the special rapporteurs, are defined as regions or communities where extreme or pervasive pollution is causing human rights abuses or violations.
