摘要

The state of Earth's marine environment continues to face an array of threats ranging from pollution from land-based sources to over-fishing to climate change. Some 60 percent of the world's major oceanic ecosystems have been degraded or are being used unsustain-ably. This imposes welfare costs on current and future generations. A growing awareness of the problems has put the conservation and sustainable use of the marine environment firmly on the international agenda. In this context, marine protected areas have been receiving increasing attention from policymakers as an instrument to achieve that goal.
