Can UNCLOS Do More for Biodiversity?

Many small countries rely on international law to make progress in domestic policy and regulatory matters. Sometimes it is the easiest way to generate a framework for action when domestic negotiations fail. This is especially true in environmental protection. For a tiny country such as Ecuador, the relevance of marine resources was imprinted in the early years of the republican era. Following independence, Ecuador annexed the Galapagos Islands. Just a few years later, in 1835, Charles Darwin arrived at the Enchanted Islands.
