Moving to soothe concerns raised by a group of Midwest coal-fired utilities on the cost impacts of House-approved climate change legislation, the Edison Electric Institute has launched a new economic analysis and modeling effort aimed at convincing Senate lawmakers to boost free utility allowance allocations to 40 percent of the bill's economy-wide allowance pool, the head of National Grid's U.S. operations said last week. In a Friday interview with The Energy Daily, Tom King, president of National Grid USA, said the effort is aimed at preserving a carefully crafted compromise on utility allocations developed by members of the national investor-owned utility (IOU) trade group in January and widely credited for helping Democratic lawmakers move climate legislation (H.R.2454) through the House in June.
