Britain this week became the first country to set legally binding carbon reduction targets, requiring that greenhouse emissions be cut 22 percent below 1990 levels by 2012,28 percent below the 1990 benchmark by 2017 and 34 percent below 1990 levels by 2022.rnThe UK government also proposed tough new restrictions on coal-fired power plants, saying no new plant will be approved unless the developer demonstrates carbon capture and storage (CCS) technology on "a substantial portion" of its proposed facility.
