In an unusual move, the Nuclear Regu­latory Commission has decided not to increase its already heightened over­sight of Xcel Energy’s Monticello nuclear plant in south-central Minnesota despite a recent security-related problem dis­covered at the plant that typically would subject it to even tighter scrutiny.
