Charges paid by companies for local authority regulation are to reflect the "risk" of an operator's site, under plans set out by the Environment Department (DEFRA). Meanwhile, the Environment Agency plans to raise its charges by 2.8% next year. The plans, affecting 17,000 sites under the integrated pollution prevention and control (IPPC) and local air pollution control (LAPC) regimes, were outlined in a consultation in October. Local authorities have in the past levied a simple, fixed annual subsistence charge. However, the charge does not reflect the risk associated with the activity nor the effort needed to regulate the site.
