The government issued a draft national policy statement (NPS) on hazardous waste for consultation in July.1 NPSs are designed to shape the planning process for so-called nationally significant infrastructure projects. These include any large facilities that deal with the recycling, treatment or disposal of England's hazardous waste. The envir ronment secretary rather than the local council decides whether to give planning consent, on the basis of the NPS. The Planning Act 2008 defines hazardous waste projects as those with a capacity of 100,000 tonnes per year, for landfill, or 30,000t/y for other treatment systems.
