The Welsh government wants to give its ministers the power to ban paper, card, glass, plastic, metal, food and wood from landfill and prevent their incineration. Giving ministers the power to order the separate collection of card, wood and food waste is also under consideration. The radical legislative proposals feature in a Welsh Environment Bill white paper put out for consultation on 23 October.1 Designed to protect Wales' resources, the wide-ranging white paper also includes measures to prohibit sewer disposal of business food waste and extend carrier bag charging to 'bags for life'.
