SEPA updates compliance and waste rules

The Scottish Environment Protection Agency (SEPA) has opened two consultations on changes to the way it assesses overall permit compliance and whether waste operators are fit financially. The first consultation, which closes on 12 November, relates to the compliance assessment scheme (CAS), which SEPA believes should place greater emphasis on major non-compliance. This would include unauthorised releases of substances to the environment, serious pollution incidents, obstructing enforcement and not paying fees. Operators would be able to declare that they have rectified minor issues themselves, without SEPA's verification. However, inspectors would still check whether a major non-compliance had been resolved.
