(1) The purpose of this Act is to facilitate the return of unclaimed property to its rightful owner.(2) Under the circumstances described in this Act, the state may take custody of unclaimed property from the holder on behalf of the owner.(3) The state's right to take custody of property under the Act is derived from that of the owner and, except as expressly set forth in the Act, the state shall have no greater right to the property than the owner.(4) The state shall make reasonable efforts to notify and return such property to its rightful owner.(5) The state shall hold any unclaimed property on behalf of the owner in perpetuity until the owner reclaims such property.(6) This Act shall be preempted to the extent that it conflicts with any federal law.(7) This Act is not intended to supersede any state contract or debtor-creditor law.
