Developing the Rule of Law in Afghanistan: The Need for a New Strategic Paradigm

One of the central national lessons gained from the U.S. experience in Afghanistan is that failed states directly affect U.S. security.Following the withdrawal of the Soviet Union, Afghanistan had become a sanctuary for global terrorists. While America chose to ignore these states in the 1990's, September 11 taught us to do so was plainly myopic and simply fatuous. Our current primary enemy is global terrorists.
