Practices can be better than competitions

In 2001, Terry Pawson Architects was commissioned to modify and extend Cheltenham Art Gallery. It ultimately delivered a beautiful scheme, but one that must have challenged the planning department as it withheld their approval. Instead, an RIBA competition and many more hours of work and hand wringing later, we have a mediocre result,rnusing Venetian blinds as an apparently 21st century eleva-tional solution.
