摘要

The Libyan authorities are reviewing projects commissioned pre-revolution to establish whether they are still required. But in the absence of clear policies, guidance or budgets, government bodies are finding it difficult to enter into renewed commitments. Projects which had progressed substantially before the revolution are likely to go ahead -projects that had started on site seem to be in a good position to proceed. Projects that are still on the drawing board appear to be evaluated against how far design has progressed. As review processes are bogged down with bureaucracy, renewed political direction and the sheer volume of information, it wouldn't be surprising if new, post-revolution projects have a better chance of getting off the ground.
