Behind the classical grandeurof Ludgate Hill is a fragmented urban grain where buildings step down towards the river. A place of contradiction, it is solid yet porous, opaque yet transparent, and active yet static. Here sits the Workers' Enclave, which is composed of two new buildings: the City House (a group of apartments arranged as a timber palazzo) and the Workers' Club (the headquarters for a radical trade union). The proposal promotes virtues of civic-mindedness and community development to create a common purpose among the proletariat in the face of 21st century neoliberal capitalism and widespread exploitation. It is a place for debate, learning, teaching and relaxation and is inspired by dramatic Soviet club architecture. Responding to building demographics around the site, it offers a collective space in the city to workers in positions of insecure employment, particularly delivery drivers and those in the retail and hospitality sectors.
