Public Knowledge has urged the FCC to take note of "the new twist" introduced into retransmission consent disputes by Fox's attempts on Oct. 16 to prevent Cablevision Systems Corp.'s broadband Internet service customers from accessing Fox programming online at Fox.com or Hulu.com.rnIn an Oct. 21 letter to FCC Chairman Julius Genachowski, Public Knowledge said, "This kind of blocking, which concerns anti-competitive conduct inflicted on ISPs or end-user applications, rather than committed by an ISP, is not a 'network neutrality' concern as precisely understood.
