Rural Providers Still Troubled By USF-ICC Order; FCC Seeks Input on Host of Issues

The release of a 750-page-plus report and order and further notice of proposed rulemaking by the FCC addressing Universal Service Fund and intercarrier compensation reform appears to have done little to calm the fears of some within the industry who remain concerned that the ruling could negatively impact rural wireline and wireless carriers and the consumers they serve. Although many parties admitted they were still reviewing the lengthy document days after its Nov. 18 release, several telecom authorities said they remain wary of different aspects of the item. That said, some committed to continue to working with the Commission to hash out the particulars, saying they were hopeful to still have a positive impact on the proceeding.
