The FCC has unanimously approved a notice of proposed rulemaking that would beef up rules for wireless carriers in an effort to crack down on the unauthorized billing of services by third parties on consumers' monthly telephone bill and seek comment on whether they should be expanded to include wireless and voice-over-Internet protocol (VoIP) providers.
