SOPA Critics See Little Success in Amending Bill; Marathon Markup Expected to Continue in January

A two-day markup or the Stop Online Piracy Act (SOPA) (HR 3261) in December saw the defeat of more than a dozen amendments offered by opponents of the measure's approach of authorizing private rights of ac tion against foreign "rogue" websites that enable copy right and trademark infringement and of enlisting Internet service providers (ISPs) and search engines to block ac cess to such sites.
