In AWS-3 Proceeding, Parties Question DoD Proposal, Support Harmonization

A myriad of parties have weighed in at the FCC in the agency's AWS (advanced wireless services)-3 proceeding to stress the importance of harmonizing both spectrum allocations and technical rules between bands, to criticize conclusions of Commerce Spectrum Management Advisory Committee (CSMAC) reports that said huge separation zones were necessary between military and commercial systems, and to call for more study of a Department of Defense proposal for freeing up the bulk of the 1755-1780 megahertz band for use by wireless carriers. Meanwhile, smaller carriers have urged the FCC to auction the spectrum via cellular market areas (CMAs) rather than the larger economic areas (EAs) proposed by the FCC. The comments were filed in General docket 13-185 recently in response to a notice of proposed rulemaking adopted in July seeking to make available spectrum in the 1695-1710 MHz, 1755-1780 MHz, 2020-2025 MHz, and 2155-2180 MHz bands (TR, Aug. 1).
