FCC Grants USTelecom Forbearance Bid in Part, Launches Proceedings to Review Other Reviews

The FCC has granted in part a United States Telecom Association petition for forbearance, agreeing to eliminate 126 of the roughly 141 rules and requirements covered by the petition, and launching proceedings to give further consideration to other rule changes implicated in the forbearance petition. The FCC previously granted USTelecom's forbearance request with respect to three categories of rules - traffic damage claims, extension of unsecured credit for communications services to candidates for federal office, and furnishing of facilities to foreign governments for international communications, leaving 14 additional categories of rules from its petition to be addressed in a separate memorandum opinion and order, report and order, further notice of proposed rulemaking, and second further notice of proposed rulemaking (CC dockets 02-39, 00-175, 95-20, and 98-10).
