Bonds, Infrastructure Bank Part of 'Rebuild America'

The White House has elaborated on the "Rebuild America Partnership" for attracting private capital to communications networks and other important infrastructure, which President Obama had announced in his State of the Union address last month. The proposal as outlined by the White House calls for a partnership of federal, state, and local governments with businesses and private capital; the creation of a bipartisan National Infrastructure Bank; and the establishment of an America Fast Forward bond program to fund public infrastructure, an expanded and less-restricted version of the Build America Bonds program funded by the 2009 American Recovery and Reinvestment Act.
