The FCC's Consumer and Governmental Affairs Bureau is looking at the issues of "below-the-line" fees charged by carriers, which can take consumers by surprise, according to CGB Deputy Chief Mark Stone. Speaking at an Oct. 20 meeting of the FCC's Consumer Advisory Committee, Mr. Stone said that the inquiry was launched in the wake of "a number of consumer complaints and media coverage." Early this year Rep. Anna G. Eshoo (D., Calif.), ranking member of the House communications and technology subcommittee, and Reps. Howard Coble (R., N.C.), Mike Doyle (D., Pa.), and Ben Ray Lujan (D., N.M.) asked the FCC to launch a proceeding on the disclosure of "below-the-line" fees by wireless and wireline carriers.
