FCC Chairman Tom Wheeler indicated at a Dec. 12 House hearing that the Commission is likely to impose spectrum-aggregation limits on incentive auction bidders. In response to a question from Rep. Bob Latta (R., Ohio) at the communications and technology subcommittee hearing, Mr. Wheeler acknowledged that the FCC's incentive auction authority in the Middle Class Tax Relief and Job Creation Act of 2012 "is quite explicit in ... that the Commission may not exclude somebody from participating."
