The United Kingdom's Office of Communications (Ofcom) has proposed requiring BT Group plc to allow competing carriers to access its fiber optic links to serve business customers throughout most of the U.K. Ofcom also proposed to place new performance standards on BT's Openreach wholesale unit due to concerns that Openreach takes too long to install leased lines. Ofcom's proposals were made as part of its Business Connectivity Market Review, in which it examined its markets for the provision of leased lines to businesses in the U.K. Ofcom conducts such a review every three years to determine where a provider has "significant market power" in a market and where regulations may be neces-sarv.
