FCC Chairman Tom Wheeler predicted success -indeed, an "extravaganza" - for the upcoming incentive auction of returned broadcast spectrum during a speech at a trade show here on Jan. 6, and he pushed back against the idea that the FCC vastly expanded its privacy authority over the Internet with its open Internet order last year. During an on-stage conversation with Chairman Wheeler at the Consumer Technology Association's CES conference, CTA President and Chief Executive Officer Gary Shapiro asked whether he wants to see "spectrum transfers in every major city" as a result of the two-side incentive auction. "Oh, we will," the FCC Chairman declared confidently. He offered to place wagers in casino betting books on a successful auction outcome "at the best odds you can dream up."
