FCC Chairman Ajit Pai intends to ask his fellow Commissioners at the agency's April 20 meeting to vote to "modernize" its business data service (BDS) rules that recognize the "strong competition" in the market; to launch proceedings and propose rules addressing regulatory obstacles to both wireless and wireline infrastructure deployment; to ease rules on universal service compensation for capital expenses; and to adopt orders addressing several broadcast issues, including ownership diversity, the UHF "discount" for calculating audience reach, and fundraising by noncommercial educational stations.
