The Department of Commerce on Jan. 14 announced an interim final rule to secure the supply chain for information and communications technology and services (ICTS) from potential national security, economic security, and public health and safety threats. The interim rules address concerns related to ICTS transactions involving companies or persons "owned by, controlled by, or subject to the jurisdiction or direction of foreign adversaries," as outlined in an executive order issued by President Trump in May 2019. The executive order declared a national emergency due to the threats from foreign adversaries to the ICTS supply chain.
