Utility Proposes 900 MHz Band Broadband Licensing Plan

Southern California Edison (SCE) has proposed an alternative framework to give critical infrastructure industry (CII) entities a "first crack" at 900 megahertz band broadband licenses "while also allowing Anterix a full opportunity to acquire the license in short order if CIIs do not take advantage of this opportunity." In an ex parte filing in WT docket 17-200, SCE said that it "has advocated in the course of this proceeding that the 3 MHz × 3 MHz broadband channel which the Commission proposes to establish here should be made available in the first instance to utilities rather than to other purposes which are already very well-served by existing spectrum allocations. The record in this Docket to date strongly demonstrates the critical need of utilities for broadband capacity to address the dire threats of drought, hurricanes, wildfires and cyber-attacks on the reliability and sustainability of utility service in general and electrical power in particular.
