Beyond Broadband Access: Developing Data-based Information Policy Strategies

This book is a collection of articles on measuring broadband penetration and adoption, factors influencing broadband adoption, government policies to close the digital divide, and evaluations of existing methodologies in the broadband literature. The editors argue that while simple penetration rates may have been useful in the past, today's multimodal, multimedia ICT environment calls for more sophisticated analyses. They raise the question of what are the appropriate theories and data upon which a government's information policy should be based. The editors call for "numbers that matter," analyses that are explanatory and predictive. The editors state that this book is an attempt to fill that void.
