The chances of a successful international agreement are very slender in the next year. Why? For its part the FCC can, and would, alter many particulars of bench- Marks and even modify the rates to a modest extent to win an interna- Tional agreement. There would certainly be no major problem in making More adjustments for the smallest and poorest countries. But the FCC Cannot radically change its levels for benchmark rates without compro- Mising the goals of its competition policy. This competition policy was Essential to US approval of the WTO accord on telecommunications.
